Access to Healthcare

The mission of Molina Healthcare, Inc. is to promote health and provide health services to families and individuals who are lower income and covered by government programs.

Millions of America’s uninsured are eligible for Medicaid or the State Children’s Health Insurance Program (SCHIP) but remain unenrolled.

Unfortunately, simply having Medicaid or SCHIP coverage does not guarantee patients will receive the healthcare services that they need as many providers are reluctant to participate in government programs.  Low provider participation is a result of many factors including historically low payment rates, as compared to private insurance and Medicare.  Many inner-city communities lack adequate healthcare providers, especially for those who are covered and under Medicaid and SCHIP.

Molina Healthcare works with providers to ensure access for our members; however, we too are challenged and limited by state payment rates for providers in the Medicaid program.  To increase the number of providers, states need to set reasonable payment rates for physicians and hospitals, and it is critical that states comply with the existing Federal actuarial soundness requirement in setting payment rates for Medicaid managed care contracts.
