Health Care Reform Update
Last Friday, Speaker of the House Nancy Pelosi (D-CA) unveiled the "final" health care reform bill (H.R. 3962, the Affordable Health Care for America Act) that will be considered in the full House of Representatives as early as this Friday. Because of House rules, it is unlikely that the nearly 2,000 page bill will be changed or amended in any significant fashion before the final vote is cast. The bill includes the creation of a "public insurance option" for individuals and small group purchasers in state-based health insurance exchanges - Molina opposes the creation of a public plan. This issue has the greatest political implications and it is unclear at this time whether the Speaker has the required 218 votes within the Democratic majority for the bill to pass. On the Senate side of Capitol Hill, indications are that Senate Majority Leader Harry Reid (D-NV) does not have the votes to pass a bill with the public option as crafted in the House bill released today. The "final" Senate bill that is being developed by Leader Reid is currently awaiting an official "score" from the Congressional Budget Office (CBO) before it is unveiled to the public. It is reported that the bill includes a public insurance option where states could have the ability to opt-out prior to implementation. The House bill differs slightly from those passed in the three House committees earlier in the year, but the provisions that Molina has been lobbying both for and against are listed here. The introduction of H.R. 3962 is another step in the long legislative process. The bill will now be debated on the House floor and if passed, would have to be reconciled with whatever bill would pass in the Senate in a conference committee. The conference committee product would then need to be re-debated and passed in both the House and Senate before going to the President's desk for signature. Many of the provisions in the final bill will not go into effect for as many as four years, including the Medicaid expansions and creation of state insurance exchanges. Therefore, if the bill is signed by the President, the opportunity for debate and revision will continue for the remainder of this Congress and beyond the 2010 mid-term Congressional elections.
